Terms of Use

Last updated: September 2026

1. Who we are

phvdrivers.com is owned and operated by Mobility Exchange Ltd, registered in England and Wales under company number 16766811. Our registered office is at 124 City Road, London, EC1V 2NX.

By using this site you accept these terms. If you do not accept them, do not use the site.

2. What this site is

phvdrivers.com publishes what every licensing authority in England and Wales requires and charges for taxi and private hire licences. It is a free club for licensed drivers and for people getting licensed.

We are not a licensing authority. We are not a private hire operator. We do not take bookings, dispatch work, or take a share of your fares.

3. The licensing information on this site

The information on our council pages comes from two sources.

The first is the Department for Transport's taxi and private hire vehicle statistics. These are self reported by licensing authorities and sit outside accredited official statistics. We publish them under the Open Government Licence v3.0.

The second is the licensing authorities' own websites, collected automatically and reviewed before publication. Where a figure has not yet been reviewed we mark it as verifying and do not present it as confirmed.

Fees and requirements change. An authority may update its website without telling us. A page may be out of date or wrong.

Confirm anything that matters with the licensing authority itself before you act on it. We give you the link on every page.

We accept no liability for any decision you make on the basis of information published here.

4. Membership

Membership is free. You join by giving us your email address and telling us about your licence.

We may end your membership at any time if you misuse the site or the emails we send.

You can leave at any time using the unsubscribe link in any email.

5. What we do not do

We do not give legal advice. We do not give tax advice. We do not give advice on whether to apply for a licence, which authority to apply to, or which operator to work for.

Nothing on this site is a recommendation. The comparison between authorities is a presentation of published data, not a view on which licence is better for you.

6. Cross border licensing

Our pages show what different authorities require. We are not encouraging you to license outside the area where you live or work.

A private hire journey must have driver, vehicle and operator all licensed by the same authority. A licence obtained in one area may not let you work for a local operator in another. This is your responsibility to understand before you apply.

7. Our content

The design, text, layout and code of this site belong to Mobility Exchange Ltd.

Public sector information published here is used under the Open Government Licence v3.0 and remains Crown copyright.

You may read, print and share our pages for your own use. You may not copy our content systematically, scrape the site, or republish it as your own.

8. Availability

We do not promise that this site will always be available or free of error. We may change, suspend or withdraw any part of it without notice.

9. Liability

Nothing in these terms limits our liability for death or personal injury caused by negligence, or for fraud.

Subject to that, we are not liable for any loss of income, loss of profit, loss of opportunity, or any indirect or consequential loss arising from your use of this site or from reliance on anything published here.

10. Changes to these terms

We may update these terms. The current version is always published at phvdrivers.com/terms.

11. Governing law

These terms are governed by the law of England and Wales, and the courts of England and Wales have exclusive jurisdiction.
